Use of the Training Facility can be reserved by approved public service agencies by completing a Use Permit Application, which is submitted to, and approved by the Training Chief.
The mission of the Contra Costa County Fire Protection District’s Training and Education Section is to provide effective and
realistic training for fire-rescue service standards, career development needs, and emergency response demands.
We believe in the achievement of professionalism by employing dedication, teamwork, and the application of the best
methodologies and techniques in fire-rescue education and safety.
The Training and Education Section is responsible for the training and the continued education of the District’s uniformed and non-uniformed personnel. It develops and provides district-wide training for new recruits, probationary, and permanent employees.
The Section is comprised of four main units: Academy Training, Probationary Development, In-Service Training, and Safety.
The main functions of the Section are as follows:
- Trains new recruits and evaluates them during probation.
- Evaluates employees in critical performance areas.
- Develops, provides, and conducts drills and classes for incumbents.
- Develops, provides, and conducts other training programs for ongoing professional development.
- Serves as a resource for District training needs.
- Protects and promotes employee safety.
- Participates in the “Return to Work” program.
The Training and Education Section is under the direction of Training Chief Ronald L. Martin. The staff consists of one 40- hour
week Training Captain; three shift Training Captains, an Advanced-Level Secretary, Senior Clerk; Audio-Video development
personnel, and a Student Worker responsible for facility and training logistical support.
The Training and Education Center is built on 12 acres of land located at 2945 Treat Blvd., Concord, California 94518.The site is
centrally located in the District with good freeway and main arterial road access. The Center contains six offices, four audio visual
equipped classrooms each capable of handling 40 adult learners, video development/ editing and media room, a reinforced
concrete 50 foot open balcony Drill Tower and an open space area utilized for Trench Rescue and Wildland training.
The Training Center was designed to dramatically improve fire-rescue training programs for firefighters within the District. It also
allows Contra Costa County Fire Protection District to provide superior fire-rescue training programs and accessibility to outside
public and private entities from within the County.
The Center is also designed to accommodate a wide range of training programs to benefit law enforcement Emergency medical
Services (EMS), public/private corporations, and community and civic groups.

The Academy is a fast-paced, intense, and highly disciplined 16-week program based on Delmar Essentials of Fire Fighting, California State Fire Marshal Firefighter 1 and District specific training. Training is designed to develop the Recruit's ability to function under stress and perform as a member of a disciplined company.

The Installation Service of Firefighter Academy #43 was held Friday, June 26, 2009, adding entry level firefighter/paramedics to our highly trained and skilled staff.
In-Service Training
All firefighters must attend mandated training on a variety of suppression and support topics. The following subjects are taught through classroom, manipulative, and video training.

The Fire District Digital Media Program operates within the Training and Education Division. Several personnel work to serve the Fire District through "live" video taping of events and training, as well as numerous projects, for all divisions within the District. The Digital Media Program also focuses on post production work that includes an "Interview with the Fire Chief"; "Quick Drills" (covering important operational changes); Company Standards; Firefighter Academies instructional video tools; EMS Division support; and Fire Prevention support. Also, the Digital Media program is fully responsible for all audio/video recording and coordination at promotional ceremonies and firefighter academy graduations.
The program further assists Contra Costa County Emergency Medical Services by producing programming designed for paramedics and emergency medical technicians featuring the County EMS Medical Director- Doctor Joe Barger.
