Administrative Services

The administration office houses administrative services, the fire prevention bureau, public education, the emergency medical services (EMS) division, facilities management, and executive staff offices.

Under the direction of the Chief of Administrative Services, administrative staff is responsible for a host of activities, including development and management of the district’s annual budgets. The District’s fiscal year spans from July 1 to June 30; however, the budget development process begins as early as December with the Board of Directors setting a Preliminary Budget Schedule for preparation of the up-coming budget. The district’s annual budget hearing is typically conducted in April, with preliminary budget adoption in May.

The district currently develops and manages budgets for its general operating fund, EMS transport fund, multiple capital project funds, and a debt service and debt stabilization fund. Combined, these budgets exceeded $200 million in FY 2019-20.

Administrative staff is also responsible for accounting, major purchasing transactions, contracts management, payroll, entry level and promotional employment opportunities, Merit System management, worker’s compensation, labor relations, position management, personnel transactions, and employee records.
